Tax Rate Hearing Minutes

I.          President Jim Vega called the Tax Rate Hearing to order at 6:30 PM.

Members Present:  Jim Vega, President; Dr. Ken Rosenauer, Vice-President; Dyann Duncan, Jennifer Peterson and Mark Schneeflock

Members Absent: Susan Garrison and Linda Kozminski

Others Present:  Dr. David Brax, Superintendent; Dr. Tim Mattson, Assistant Superintendent; Kate Drew, Board Secretary; Zac Coughlin, Clint Howren, Kinleigh Howren, Dr. Julia Schmitz, Steve Waigand, Tracy Skoglund, Kenny Ragland,

II.        Summary of the tax rate hearing was reviewed by Dr. David Brax, Superintendent. 

III.       President Vega called for public comments – no one addressed the Board.

IV.       Mark Schneeflock made the motion to establish the 2015-2016 tax rate of $3.7652 (revised tax rate).  Dyann Duncan seconded the motion.  Motion passed with a 5-0 vote.

VI.       Mark Schneeflock made the motion to adjourn the Tax Rate Hearing.  Dyann Duncan seconded the motion. Motion passed with a 5-0 vote. TIME: 6:32PM

 

Work Session Minutes

I.          President Jim Vega called the work session meeting to order at 6:33 PM.

Members Present:  Jim Vega, President; Dr. Ken Rosenauer, Vice-President; Dyann Duncan, Jennifer Peterson and Mark Schneeflock

Members Absent: Susan Garrison and Linda Kozminski

Others Present:  Dr. David Brax, Superintendent; Dr. Tim Mattson, Assistant Superintendent; Kate Drew, Board Secretary; Zac Coughlin, Clint Howren, Kinleigh Howren, Stephanie Merritt (came at 6:34pm),  Steve Waigand, Aimee Addington, Kelly Warren (came at 6:34pm),          Dr. Julia Schmitz, Tracy Skoglund, Kenny Ragland, Jeff Martin (came at 6:38pm), Bruce Humphrey (came at 6:44pm), and Aaron Litten (came at 6:45pm)

II.        Board President Questions/Issues:  None

III.       Board Appointed Committees 

The following Board of Education Members informed the Board and Committees that these days do not work for them to attend meetings:

            Dyann Duncan cannot attend meetings on Wednesdays, Mark Schneeflock and Jennifer Peterson can attend meetings any day of the week.  Linda Kozminski and Susan Garrison will be contacted at the July 14, 2015 Board of Education Meeting.    

III.       The Board reviewed the agenda items.  A discussion was held regarding, amending K. Board Tour of District to add a Staffing Discussion, discussed new hires listed on Personnel supporting document, discussed General Journal, discussed July and August Bills – such s the maintenance bills, and discussed the Uniform Requests Form supporting document

IV.       The Board discussed moving items F. General Journal and 2015-2016 Budget Documents, G. Adoption of Revised Board Policies (DGA ~ Authorized Signatures, DJF-1 ~ Purchasing, GBCC ~ Staff Use of Communication Devices), H. Banking Account Signatures, K. Board Tour of District(as amended) on agenda to the consent agenda.

V.        President Jim Vega adjourned the work session meeting at 7:01 PM.

 

Open Session Minutes

I.          President Jim Vega called the open session meeting to order at 7:01 PM.  The Pledge of Allegiance was recited.

Members Present:  Jim Vega, President; Dr. Ken Rosenauer, Vice-President; Dyann Duncan, Linda Kozminski (came at 7:06pm), Jennifer Peterson and Mark Schneeflock

Members Absent: Susan Garrison

Others Present:  Dr. David Brax, Superintendent; Dr. Tim Mattson, Assistant Superintendent; Kate Drew, Board Secretary; Zac Coughlin, Clint Howren, Miss Howren, Stephanie Merritt, Dr. Julia Schmitz, Troy Dunn (came at 7:15pm), Steve Waigand, Aimee Addington, Kelly Warren, Bruce Humphrey, Jeff Martin, Aaron Litten, Tracy Skoglund, Kenny Ragland,

II.        Welcome and Communication from Visitors:  None

III.       Staff Recognition:  Savannah School District nominated Becki Booth, Megan Combs, and Malinda Dunn for Board recognition.  At the beginning of July, the Early Childhood/Parents as Teachers/Special Education Building flooded due to heavy rains.  As a result, Becki Booth did a TON of work on her own time due to the flood damage at our building. Additionally, Megan Combs and Malinda Dunn did a lot of extra work to get their rooms ready as a result of the damage.  Thank you to these Staff Members for their hard work!

The Missouri Department of Education awarded the Savannah R-III School District and Durham Transportation Services with the Exemplary School Bus Maintenance Award.  This is awarded to districts who have 90% or more of their school buses pass the Missouri State Highway Patrol spring bus inspection on the first inspection.

IV.       Mark Schneeflock made the motion to place F. General Journal and 2015-2016 Budget Documents, G. Board Tour of District(as amended) items, on the consent agenda.  Dyann Duncan seconded the motion.  Motion passed with a 5-0 vote.

V.        Mark Schneeflock made the motion to adopt the agenda including items placed on the consent agenda.  Jennifer Peterson seconded the motion.  Motion passed with a 6-0 vote.

A.        Approval of the July 11, 2015 minutes, Work Session and Open Session, as presented. 

B.        Approval of bills dated:  July 2015 ~ $191,071.86. August 2015~ $187,799.30.

C.         Personnel List was accepted by the Board.

D.        Name of Coordinators for the 2015-2016 School Year

According to Policy IGBH (Programs for English Language Learners), the Savannah R-III Coordinator for the ELL Program is the Director of Special Services.  Dr. Julia Schmitz is the Director of Special Services for the    2015-2016 School Year, thus she has been named ELL Program Coordinator for the 2015-2016 School Year.

According to Policy IGBCA (Programs for Homeless Students), the Savannah R-III Coordinator for any Programs for Homeless Students is the Assistant Superintendent.  Dr. Tim Mattson is the Assistant Superintendent for the 2015-2016 School Year, thus he has been named the Coordinator for Programs for Homeless Students for the 2015-2016 School Year.

According to the Policy IGBCB (Programs for Migrant Students), the Savannah R-III Coordinators for any Programs for Migrant Students are the Building Administration.  Thus the following individuals have been named the Coordinator for Programs for Migrant Students for the        2015-2016 School Year:

VI.       Action Items:  Requires Motion

I.          Athletic Budget and Coaches Equipment Request Form – The Board asked questions of Bruce Humphrey, Athletic Director; and Tracy Skoglund, Treasurer.  The Board requested to see a breakdown of different sports in the Athletic General Supply Account.

J.                  Athletic Uniform Purchase Schedule -  Dr. Ken Rosenuaer made the motion to accept the uniform list as presented with the addition of the boys/girls golf and boys/girls tennis to the list of rotation.  The School District will purchase and keep all of the school uniforms. School Funds will be used to purchase school uniforms.  Private donations to the Athletic Program Budget may still be made and utilized as needed. Jennifer Peterson seconded the motion. Motion carried with a 6-0 vote.

VII.     District Reports were presented.

            Safety Town Report

            Jeff Martin, new Technology Director, introduced himself and talked about his background.

VIII.     Jennifer Peterson made the motion to adjourn the meeting.  Dyann Duncan seconded the motion.  Motion carried with a 6-0 vote.  TIME: 7:25 PM.

The next Board of Education Meeting will be held Friday, August 14, 2015 at the Savannah R-III Central Office.
