Work Session Minutes

 

I.          President Debbie Smith called the work session meeting to order at 6:35 PM.

 

Members Present:  Debbie Smith, President; Kelly Houston, Vice-President, Susan Garrison, Dr. Mike Kozminski, Jennifer Peterson, Dr. Ken Rosenauer and Jim Vega.

 

Members Absent: None

 

Others Present:  Dr. David Brax, Superintendent; Dr. Tim Mattson, Assistant Superintendent; Dr. Julia Schmitz, Aimee Addington, Vance Vanderwerken, Ron Jackson, Zac Coughlin, Kelly Warren, Troy Dunn, Steve Waigand, Leisa Blair, and Janna Wuest, Board Secretary.

 

II.        Board President Questions/Issues:  None

 

III.       The Board reviewed the agenda items.

 

IV.       The Board discussed placing item F, G, H, J, and K to the consent agenda.

 

V.        President Smith adjourned the work session meeting at 7:00 PM.

 

Open Session Minutes

 

I.          President Smith called the open session meeting to order at 7:00 PM.  The Pledge of Allegiance was recited.

 

Members Present:  Debbie Smith, President; Kelly Houston, Vice-President, Susan Garrison, Dr. Mike Kozminski, Jennifer Peterson, Dr. Ken Rosenauer and Jim Vega.

 

Members Absent:  None

 

Others Present:  Dr. David Brax, Superintendent; Dr. Tim Mattson, Assistant Superintendent; Dr. Julia Schmitz, Aimee Addington, Vance Vanderwerken, Ron Jackson, Zac Coughlin, Kelly Warren, Troy Dunn, Jan Glenn, Leisa Blair, Courtney Pacheco, Jammi Daise, Shari May, Theresa Pieters, Jaryn Schneider, Julianne Higer, Connie Kelly, Kelly Jenkins, Susan Clevenger, Sheila Talmadge, Danny Huffman, Connie Huffman, Bruce Humphrey, Max Veale, and Janna Wuest, Board Secretary.

 

II.        Welcome and Communication from Visitors:  None

 

III.       Recognitions: Board President Debbie Smith and Superintendent Dr. David Brax recognizedLinda Nickell and Stephanie LaFollette from Minnie Cline for their quick response to a bus accident on August 30th. They kept the children calm and helped transfer them to another bus.

 

Also recognized was Anthony Barbrie from the High School.  Anthony’s freshman class volunteer component played a key role in Helena Elementary’s Family Fun Night.

 

IV.       Consent Agenda ~ Dr. Kozminski made the motion to move item F, G, H, J and K to the consent agenda and to move item A to the action items.  Mr. Vega seconded the motion. Motion passed with a 7 – 0 vote.

 

B.        Approval of minutes dated September 11, 2012 as presented.

 

C.        Approval of bills dated:  September 12 - $9,773.29, September 18 - $178.00, September 19 - $43,196.22, September 19b - $230.00, September 24 - $580.00, September 25 - $540,560.62, September 26 - $19.49, September 27 - $7,940.44, September 30 - $135.00, October 4 - $128,454.95, October 9 - $216,565.47.

            D.        Personnel ~ Resignation: Cynthia Denney (retirement) - Special Services - 11/30/2012.

Substitutes:  Lavonna Pritchett, Kindra Wilson, Andrew Little, and Alison Hartong.

*F.       The Board agreed to the posting of the following policies for the 30 day period set by the Missouri School Board Association.

 

IICC – School Volunteers

IICC-AP – School Volunteers

KG –Community Use of School Facilities

KG-AP - Community Use of School Facilities

                       

*G.      The Red Ribbon Week Proclamation, (October 22 – 26th), was signed by all Board Members and will be presented to all the schools in the District in observance of a lifestyle of healthy, drug-free living. 

 

*H.      Proposition B/Tobacco Tax: The Board passed a resolution in support of Proposition B.  (see attached)

 

            *J.        Dr. Mattson presented a report and survey regarding the wellness program.

 

*K.      The Board agreed to raise the mileage rate from 30 cents to 35 cents effective November 1st.

 

V.        Dr. Kozminski made the motion to adopt the agenda including items placed on the consent agenda.  Ms. Garrison seconded the motion.  Motion passed with a 7 – 0 vote.

 

VI.       Action Items:  Requires Motion

 

*A.      Ms. Peterson made the motion to accept the Savannah Education Foundation Report that was presented by Jan Glenn.  Mr. Houston seconded the motion.  Motion passed with a 7 – 0 vote.

 

E.         General Journal ~ $4,209,829.34.   Dr. Rosenauer made the motion to approve the general journal balance.  Dr. Kozminski seconded the motion.  Motion carried with a 7 – 0 vote.

I.          The Elementary Schools presented their School Improvement Plans (CSIP) to the Board.  Dr. Kozminski made the motion to accept the School Improvement Plans as presented.  Mr. Houston seconded the motion.  Motion carried with a 7 – 0 vote.

 

VII.     Dr. Rosenauer and Mr. Vega gave a report from the MSBA Annual Conference that they attended on September 28 – 30th.

 

The MSBA Fall Regional Meeting will be held in Cameron, Missouri on October 22nd.

 

The High School, Middle School, Amazonia, Helena, John Glenn, Minnie Cline and Special Services provided their district reports. 

 

VIII.    Mr. Houston made the motion to adjourn to closed session for discussion of personnel matters, per sections referenced under Section 610.021, Subsections 6 & 14 Revised Statues of Missouri and that the minutes and any vote that may occur pertaining to same be made part of the closed session record and be maintained as such.  Dr. Rosenauer seconded the motion. Motion carried with the following roll call vote:  Mr. Houston – aye; Ms. Garrison – aye; Dr. Kozminski – aye; Ms. Peterson – aye; Dr. Rosenauer – aye; Mr. Vega – aye; Ms. Smith – aye.  Vote:  7 - 0.  TIME:  8:42 PM

 

IX.       Mr. Houston made the motion to adjourn the meeting.  Ms. Peterson seconded the motion. Motion carried with a 7 – 0 vote.  TIME: 9:35 PM.
