Closed Session Minutes

 

I.          President Smith called the closed session meeting to order at 6:26 PM in the central office meeting room.

 

Members Present:  Debbie Smith, President; Kelly Houston, Vice President; Susan Garrison, Dr. Mike Kozminski, Jennifer Peterson, Dr. Ken Rosenauer, and Jim Vega.

 

Members Absent:  None

 

Others Present:  Dr. David Brax, Superintendent; Dr. Tim Mattson, Assistant Superintendent; Janna Wuest, Board Secretary.

 

II.        Mr. Houston made the motion to adjourn to closed session for discussion of personnel matters; hiring, firing, disciplining or promoting of employees; and records which are protected from disclosure by law; per section referenced under Section 610.21, Subsection 3, 13, and 14 of the Revised Statues of Missouri and that the minutes and any vote that may occur pertaining to be made part of the executive session record and maintained as such.  Ms. Peterson seconded the motion.  Motion carried with the following roll call vote:  Mr. Houston – aye, Ms. Garrison – aye, Dr. Kozminski – aye, Ms. Peterson – aye, Dr. Rosenauer – aye, Mr. Vega – aye and Ms. Smith – aye.  Vote:  7 – 0.

 

III.       Mr. Vega made the motion to adjourn closed session and reconvene work session. Mr. Houston seconded the motion.  Motion carried with the following roll call vote:  Mr. Houston – aye, Ms. Garrison – aye, Dr. Kozminski – aye, Ms. Peterson – aye, Dr. Rosenauer – aye, Mr. Vega – aye and Ms. Smith – aye.  Vote:  7 – 0.  TIME:  6:37 PM.

  

Work Session Minutes

 

I.          Ms. Smith called the work session meeting to order at 6:39 PM.

 

Members Present:  Debbie Smith, President; Kelly Houston, Vice President; Susan Garrison, Dr. Mike Kozminski, Jennifer Peterson, Dr. Ken Rosenauer, and Jim Vega.

 

Members Absent:  None

 

Others Present:  Dr. David Brax, Superintendent; Dr. Tim Mattson, Assistant Superintendent; Leisa Blair, Ron Jackson, Kelly Warren, Aimee Addington, Troy Dunn, Antoinette Svuba, Tamera Lynn, Janna Wuest, Board Secretary.

 

II.         Board President Questions/Issues:  Antoinette Svuba presented her concerns with PolicyGCBDA 

Professional Staff Short-Term Leaves and Absences.

 

III.       The Board reviewed the agenda items.

 

IV.       The Board discussed placing items E, F, G, H, I, L, M, N, and O on the consent agenda.

 

V.        President Smith ended the work session at 6:54 PM.

 

Open Session Minutes

 

I.         President Smith called the open session to order at 7:02 PM.  The Pledge of Allegiance was recited.

II.        Welcome and Communication from Visitors ~ Rachelle Holt presented their plans to start a Foot Ball Booster Club.

 

III.      Consent Agenda ~ Ms. Garrison made the motion to move items E (Adopt Short Term Policies), F (Adopt New Board Policies), G (Adopt Revised Board Policies, H ( Milk/Bread, Fuel/Diesel Bids), I (2012-13 Tuition Rates), L (Building Trades House #37 Bids), M (Missouri Ethics Commissions: Adopt BBFA), N (Posting of Revised Policies) and O (Posting Rescind Policies) to the consent agenda.  Dr. Kozminski seconded the motion.  All in favor with a 7 – 0 vote.

IV.       Dr. Kozminski made the motion to adopt the agenda including placing items E, F, G, H, I, L, M, N and O on the consent agenda.  Dr. Rosenauer seconded the motion. Motion passed with a 7 – 0 vote.

D.        General Journal ~ $5,394,702.92, Ed Price ~ $3,120.54, Scholarships and Safety Deposit Box Contents were listed.   Dr. Kozminski made the motion to approve these reports as presented.  Mr. Vega seconded the motion.  Motion passed with a 7 – 0 vote. 

J.          Energy Conservation Lease Agreement ~ Mr. Vega made the motion to adopt the attached resolution to enter into a lease/purchase agreement with All American Investment Group, subject to approval of final language by the Board Attorney.  Mr. Houston seconded the motion.  Motion passed with a 7 – 0 vote.

K.        Final 2011-2012 Budget ~ Dr. Rosenauer made the motion to authorize $20,415,682.55 in expenditures for the 2011-2012 fiscal year and a transfer of $240,000 from Fund 1 to Fund 2 to cover payroll.  Ms. Peterson seconded the motion. Motion passed with a 7 – 0 vote.

VI.       District Reports / Information Items

 

A.                Dr. Brax gave the Board an update of the Board Strategic Priorities.

   

B.        Troy Dunn gave the Summer School Report.  

          

C.        Dr. Ken Rosenauer and Jim Vega reported on the MSBA Leadership Summit Meeting that they attended.

 

VII.      Mr. Vega made the motion to adjourn.  Ms. Peterson seconded the motion.  Motion carries with a 7 – 0 vote.  TIME: 8:26 PM
